Strengths

  • Strong wider connectivity to the wider London area i.e. DLR and road links

  • Strong permeability from the surrounding area 

  • Large amount of space for ample open space and green space to be created

  • High levels of infrastructure investment in the area

    • DLR​ - 43 new trains, staton upgrades and a new depot in Beckton

    • Crossrail - due to be fully completed by 2022

    • New Silvertown tunnel connecting Silvertown with Greenwich, costing approximately £1 Billion

    • £500 million expansion of London City Airport

  • Close proximity to existing green space - 10 minute walk to Thames Barrier Park

  • Strong waterfront promenade potential

  • Potential to latch onto the expanding job market being created by the ABP development

  • Newham is a very ethnically diverse borough 

  • Close vicinity to ExCel centre for business and exhibition events

  • Area falls within the London Enterprise Zone, which will encourage investment

Weaknesses 

  • Strong potential for contaminants in the land from previous commercial uses - resulting in high clean up costs

  • High levels of noise and exhaust pollution from London City Airport

  • Height restrictions across the site from London City Airport

  • Currently no walkable waterfront - requirement for a bridge very expensive

  • Fluctuating local job market - especially with turmoil from the COVID Pandemic

There is a £500 million expansion planned for the airport, which would increase levels of aircraft traffic, increasing noise and exhaust pollution.

Opportunities

  • Number of potential routes in and out of the site, connecting to existing road and pedestrian networks 

  • Potential for strong permeability routes through the site 

  • Strong links with the heritage style of the area, which can be drawn on 

  • Strong potential for a walkable waterfront/ promenade by the Royal Victoria Dock

  • Current large International investment in the area - ABP development by the Royal Albert Dock

  • Several good access points into the site for vehicles and pedestrians

ABP have inputed large amounts of financial investment to help rejuvenate the area and aid the local job market.

Threats

  • High costs from regeneration and land cleaning could cause a low Return on Investment, making it financially unviable 

    • Millenium Mills is locally listed​

    • Silo D is Grade 2 listed with Historic England

  • London City Airport has outlined areas that are restricted in terms of the height for development. All proposals have to be checked with the airport Safeguarding team

  • Protected public areas outlined by London City Airport

  • North Woolwich creates a slight barrier between the site and areas such as Thames Barrier Park 

  • Potential of gentrification in the area could cause Local Authorities and locals to push back against certain forms of development 

  • Silvertown tunnel, could draw people away from the area reducing foot fall through in the area
